1999 4runner Key Will Not Lock Doors

The power side works from the door but not from the remote.

I just paid 108 to my dealer for them to diagnose the problem although that is what i thought it was to begin with. Our 1999 4runner door locks are not responding to key fob. Insert the key into the ignitoin repeatedly in and out 6 times in a row or just keep doing so until the hazard flashers flash on the dash board observe the dash board while inserting key.
